The two struggled by the vehicle with Walsh grabbing the victim’s arm during the attack, according to the affidavit.</p><p>Deputies said the woman shut the car door but before she could lock it, Walsh got in the driver’s seat only to get back out of the Honda and run toward the victim.</p><p><iframe width="560" height="315" src="https://www.youtube.com/embed/2NI8R_rZ6bI" title="YouTube video player" frameborder="0" allow="accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture" allowfullscreen></iframe></p><p>The victim tried to get away but Walsh grabbed her arm and snatched the keys from her hand, the report said.</p><p>Video shows Walsh got in the Honda, drove in reverse down the road — coming feet away from hitting another vehicle — and then drove through a resident’s yard.</p><p>Deputies said Walsh initially got away until he was spotted on Palm Coast Parkway and authorities attempted to pull him over.</p><p>Instead of stopping, Walsh is accused of reaching speeds of 70 mph, swerving in and out of lanes, driving erratically, straddling lanes and eventually crashing into a tree outside of a Red Roof Inn.</p><p>He ran away from the crash scene but deputies were able to chase him down, according to the report.</p><p>“This is a situation that could have had a much more tragic outcome for either the suspect or the victim,” Flagler County Sheriff Rick Staly said. “This guy has had so many chances to change his life but has zero respect (for the) law. I am very thankful that no one was seriously injured during this carjacking. Walsh might have been arrested at the Red Roof Inn, but now he can spend some time at the Green Roof Inn where he belongs. I hope that the judge will keep him there for a long time before his next escapade winds up injuring or killing someone.”</p><p>Walsh is facing charges of battery on a person over 65, carjacking without a firearm or weapon, burglary of a conveyance, aggravated fleeing with injury or damage, criminal mischief, resisting an officer without violence, crash with damage to a vehicle or property, grand theft of a motor vehicle and driving with a suspended license.</p>LA ESTACION DE LA FAMILIA! http://www.blogger.com/profile/04624474028971911946noreply@blogger.com0tag:blogger.com,1999:blog-8728619496393037646.post-11387487423628099012021-06-21T09:46:00.004-07:002021-06-21T14:35:41.444-07:00Residents have issued noise complaints stemming from the downtown area<p>Several residents have issued noise complaints stemming from the downtown area.</p><p>The plan is to enforce a noise ordinance the city drafted with business and bar owners a few months back, an ordinance that the Sanford leaders agreed wasn't being enforced enough.</p><p>The issue is not resolved yet because officials have to keep their eyes and ears open to see whether better enforcement means keeping noise at acceptable levels, Sanford Mayor Art Woodruff says.</p><span><a name='more'></a></span><p>“When I have actually gone downtown myself, based on some complaints, the sound levels that were being complained about were well above what our standard was," Woodruff said.</p><p>Sanford Brewing Company owner Chris Esser was one of those who worked with the city to develop a new noise ordinance.</p><p>“When we first started talking about the new sound ordinances in Sanford, we were part of the discussions for drafting the ordinance," says Sanford Brewing Company owner Chris Esser, one of those business leaders who worked with the city to develop a new noise ordinance. "So one thing we did, we put a decibel meter in our bar to see, 'how loud are we?' ”</p><p>Under the new ordinance, the decibel level, measured 50 feet from the business in question, cannot exceed 75-80.</p><p>Wops and Hops Brewery owner Peter Minelga says the vast majority of businesses, including his, respect that. He concedes, however, that, “unfortunately, a very small percentage of some of the owners of the businesses around here really don’t care to follow those ordinances.”</p><p>So residents complained, and the city decided more needed to be done.</p><p>At a commission work session Monday, an agreement was reached to utilize the police department and work with businesses to better enforce the rules.</p><p>Woodruff, Esser and Minelga say they hope that will be the way to keep the peace as Sanford continues to grow.</p><p>“I think it’s the job of the businesses to do our best to be good neighbors, and I’m asking the residents to also be patient," Esser says. "We’re working on enforcing the laws better. We’re all learning."</p><p>The city has had police officers in the area between 10 p.m. and 2 a.m. on weekends to try to make sure noise levels don’t get out of control. At about 8 p.m. Sunday, deputies said multiple shots were fired during the annual event in the Royal Park area.
They said the suspect, Rapheal Thomas, had a gun and started shooting at another person.

A 25-year-old woman from the Tampa Bay area was killed in the shooting, deputies said.
